| Abstract | The number of two-way permit holders (TWPH) prosecuted for breaching their conditions of stay soared to 10,794 in 1995, from 6,720 in 1994. Foreign maids caught violating the same rules more than doubled from 826 in 1994 to 1,820 in 1995. The heightened vigilance and increased convictions was the increased convictions was the Immigration Department's reply to labour unions' clamour for a more stringent clampdown on foreign workers. The unions claimed they were grabbing jobs from local workers and pushing 1995's unemployment rate to record levels. |
