| Abstract | Increasing public complaints about the administration of government departments has thrown the local complaints system into the spotlight. The complaints system includes the Office of the Commissioner for Administrative Complaints, or Comac. It is responsible for conducting independent investigations into complaints against all government departments, except the Royal Hong Kong Police Force and the Independent Committee Against Corrruption. |
