| Abstract | President Jiang Zemin and his Russian counterpart Boris Yeltsin signed a Sino-Russian Joint Communique on 25 April 1996 that launched a new "strategic partnership" between the two countries. Since then, there has been a great deal of speculation as to whether Beijing and Moscow have embarked on an alliance to counter the new US-Japan defence agreement, signed a week earlier by US President Bill Clinton and Japanese Prime Minister Ryutaro Hashimoto. |
