| Abstract | Labour Day on May 1 provided even more of an excuse for celebration in 1996. Beijing announced its first interest rate cut for 33 months, sending investors into raptures. The official press and some government economists also indicated that more cuts were on the way. However, three things should be looked at before a boom can be identified: which industry is leading the cycle; who, or what kind of enterprises are the main driving force; and what policy goal is being pursued. |
