| Abstract | Chen Kaizhi has a difficult task on his hands. The executive vice-mayor of Guangzhou is in town in April 1996 to persuade Hong Kong tycoons to dig deep into their pockets and come up with a third of the 15 billion yuan (HK$13.5 billion) needed to build a new international airport in Huadu. But foreign investors will need a lot of convincing. Most worry that they will be dragged into a bottomless well of costs, fears fuelled by budget overruns in a series of recent infrastructure projects, say analysts. |
