| Abstract | Foreigners still can't invest in, or run, telecom operating companies - but equipment manufacturing is a start. When Shanghai Post floated 'B' shares, its launch price jumped up 40 per cent in the expectation that part of the money would go to expanding its optical fibre cable-making JV with AT&T. An equally enthusiastic response awaits Changdu Telecom's (40 per cent) anticipated IPO in Hong Kong: analysts are getting a rush over rumours of either Siemens or Corning doing a JV deal with Chengdu. |
