| Abstract | In many ways, China's reform of state-owned enterprises has to begin on the farms. If the government is going to relocate the redundant labour force in the state sector to more competitive jobs, as will as shut down factories that no longer productive, it must keep society stable. This means it must avoid upsetting people by putting additional pressure on their livelihood, such as continual rises in grocery prices. |
