AbstractSince the adoption of the open policy, China has been trying to identify places which can serve as windows on the world. This is particularly manifested in China's designation of selected coastal cities as window cities, and the establishment of Special Economic Zones. As education is identified as one of the development strategies in China, how such is related to educational development in the window regions is worth studying. Focusng on the idea of ẁindow effects', this paper studies related concepts such as òpen policy' and t̀he primary stage of socialism'. It also examines the relationship between education development and the window effects, using Guangzhou and Shenzhen as case study.
