| Abstract | Setting up an institution to buy residential loans from banks and eventually resell them as mortgage-backed securities (MBS) would certainly need China's approval, even if the institution could be created just before the handover in summer of 1997 as hoped. Thus no doubt many sighed with relief as the first public hurdle was passed: Hong Kong Monetary Authority chief executive Joseph Yam presented the Preparatory Committee with the proposal. |
