AbstractThe main point is that Britain and China had agreed that for a smooth transition in 1997, Hong Kong would arrange the composition of the Legislative Council so that the one elected in 1995 would be on the same track as the Basic Law, to ensure that the Councillors would continue in office through 1997 and until the next election in 1999. However, in October 1992, Governor Chris Patten announced his own unilateral plans to undo the Basic Law, a charge which he obstinately denies.
