| Abstract | The speed with which the Preparatory Committee has moved seems to have taken both London and Hong Kong by surprise. The first major PC working plenum ended with substantive decision: some welcome clarifications on the position of foreign passport-holders after 1997, plus the announcement that the PC would set up a Provisional Legislature six months before the handover. |
