| Abstract | Value Added Tax ("VAT") is one of the 1994 PRC tax reforms that is perplexing and definitely frustrating foreign joint venturers' quest for a black profit line. The "new" VAT regime has already been in place for two years and it still remains in trial and error process. The reason is relatively simple. The PRC tax authority lacks experience and is not well prepared to monitor or administer the new VAT system. |
