Abstract | When Hans Lutz, the Lutheran missionary, arrived in Hong Kong in 1968 to begin fighting for the rights of local workers, he found himself virtually alone against legions of sweat-shop employers and a government that was long on sympathy, but short on legislation. Today, Hong Kong's labor representatives are among the best organized in Asia, and Lutz and other overseas-born activists have slipped out of the limelight. |
