| Abstract | The growth rate of rural incomes continues to vex the National People's Congress, now in session in Beijing. Although the rise in 1995 was higher than that of urban incomes, it still fell short of the government's target. Last year also saw a widening gulf among rural wages in the more industrial east, the still largely agrarian hinterlands, and the underdeveloped western regions. |
