Abstract | We entered 1996 choking on record levels of air pollution. The Evnironmental Protection Department blames the recent fine weather and low winds, combined with high particle emissions from diesel engines. Environmentalists were quick to seize on this to decry the recent Legislative Council decision to vote down a wide-ranging government proposal to convert all taxi and minibus diesel vehicles to supposedly less polluting petrol engines. For once, Legco got it right: the proposal was economic nonsense. |
