| Abstract | Hong Kong's Governor, Chris Patten, presented his fourth annual Policy Address to the Legislative Council on October 11, 1995. He reported good progress with the ambitious programme of reforms launched in his first Policy Address in 1992. He also announced a further 343 new initiatives which are set out in detail in the 1995 Policy Commitments. Some of the highlights are given in the article. |
