| Abstract | The huge trade in smuggled cigarettes coupled with a more strident anti-smoking campaign are forcing Hongkong's tobacco industry to step up the campaign against contraband. In an unusual move, the industry is funding a reward scheme for information leading to seizures of large quantities of smuggled cigarettes. Operated by the Customs and Excise Department, the scheme has already led to several big hauls, and pays out more than the department's own reward system. |
