Abstract"It is agreed among regulators around the world that events from Orange County in the West to Shanghai in the East have created a strong perception among both the public and politicians alike that derivatives are dangerous and derivatives should either be banned or strictly controlled. There is however an equally strong consensus among regulators around the world that derivatives exist because they play a specific and useful function to promote efficient markets. Where we differ is how the risks of derivatives can be controlled and how their positive properties can be harnessed. But even here, some consensus exists. Where we differ, we differ only in degree. What I propose to do this morning is to set out the strands of thought among my regulatory colleagues around the world in the hope that this exercise will in turn create more thought." - excerpts from the speech.
