AbstractNearly two decades after Deng Xiaopeng ushered in a new era of economic reform, China's state-owned enterprises now account for only 40% of industrial production. That's still too high for economic planners. They want to bring it to about a third by the turn of the century. That means encouraging more privately owned companies and joint ventures with overseas Chinese.
