| Abstract | The plurality method, or "single constituency single vote system",was adopted for the September 17 Legislative Council elections for geographically based constituencies. The method returns candidates "first past the post." It follows that a candidate loses even if it is by a very narrow margin and despite having won a very large number of votes. |
