Abstract | No one can accuse Britain of acting hastily with regard to human rights in Hongkong -- or indeed at home. Britain ratified the UN rights covenant back in 1976, and in so doing extended acceptance of its principles to Hongkong. There London's interest in the matter appeared to end. Britain refused to enact a Bill of Rights for the territory, up to and including the drafting of the Basic Law for the future social administrative region and its subsequent promulgation in 1990. That Basic Law includes 16 articles devoted to the rights and freedoms of Hongkong people. |
