AbstractShenzhen used to be a small town in south China. Recently, production costs have soared and many foreign investors there have decamped for north China. The result: workers in more than one-third of its workshops have nothing to do. In addition, most of the preferential policies China's special economic zones enjoy will expire at the end of this year. Under these policies, foreign businessmen can be exempt from paying tariffs on money and goods they take to SEZs as investments; the zones can keep much of their tax money and foreign currencies instead of turning them over to the state coffers; and local enterprises can enjoy reductions and even exemptions.
