AbstractGovernor Chris Patten's call for the restoration of UK residency rights to 3.3 million Hongkong citizens has revivied a debate everyone thought was settled, but it is doubtful that it will change anything. While his plea for holders of the British Dependent Territories Citizen passport to be given right of abode in Britain took almost everyone by surprise, British politicians of all hues dismissed the suggestion. The governor made his unexpected demand during a broadcast of the BBC's Any Questions programme, which had been recorded at Government House the previous day.
