AbstractThe education reforms needed in Hong Kong are clear. Something needs to be done to boost the motivation of students of the lower bands. Coupled with the flexibility built into the curriculum, the Government should take up the responsibility of establishing Chinese, the mother tongue to both teachers and students, as the official medium of learning and instruction for all schools unless they can prove the feasibility of otherwise, in terms of the English proficiency of both teachers and students.
