Abstract | When the Legislative Council's 1994-95 session finished at 3.03am last Saturday, it brought to an end a term marked by heated battles and claims of "dirty politics," with legislators trying, in some cases successfully, to influence government policy more than ever before. The relationship between Legco and the government has changed so much that some legislators claim Hongkong's executive-led system of government, in which the administration proposes and the legislature disposes, is now seriously undermined. |
