| Abstract | Urbanisation is necessary. Guangdong officials are confident that they are going to create the a world record for fastest urbanisation of a society of 20 million plus. They announced as much at an international conference on Guangdong urbanisation held recently in Guangzhou, the provincial capital city. The Pearl River plains make up the central portion of Guangdong province, the site of China's most vigorous industrial activity and its greatest losses from the collapse of public infrastructure (such as the flood in 1994) and from industrial accidents and crime. |
