| Abstract | When the Airport Core Programme (ACP) came on line, however, the Hong Kong Government realized that, given the scale and complexity of the scheme, with its many phases and interfaces, contractors might experience difficulties in purchasing insurance in a market with limited capacity to underwrite projects with a total value of hundreds of billions of dollars. |
