AbstractIn Hong Kong, all eyes at the moment are focused on the bridges at Tsing Ma, Kap Shui Mun and Ting Kau. Meanwhile, quietly and without similar fanfare, the Tai Lam Tunnel takes shape under its eponym Tai Lam Country Park. The tunnel was first conceived in 1986, when it was part of a new route between West Kowloon and the Northwest New Territories identified as Route X. It was in 1992, following the commissioning of a preliminary design for the project, that the Hong Kong Government decided to privatize the "country park section" of the project as a build-operate-transfer (BOT) scheme.
