| Abstract | Overall the White Paper is able to provide a general policy direction for the development of rehabilitation services and the promotion of the goals of "Equal Opportunities and Full Participation" but it fails to demonstrate the Government's full commitment in the achievement of goals, the completion of various targets and the creation of a suitable social and physical environment for the integration of people with disabilities. The Joint Council for the Physically & Mentally Disabled urges the government to mobilize all resources in the urgent implementation of the stated policies and measures. |
