Abstract | Francis Cheung, who advises the new airports of Hong Kong and Shenzhen, believes the five airports in Hong Kong, Macau, Shenzhen, Zhuhai and Guangzhou, respectively, can survive - if they don't develop to full capacity. They are just more conundrum in southern China's infrastructure puzzle. Burdens are mounting on roads, ports, bridges and airports in the country's - and possibly the world's - fastest growing economic area. Authorities are rushing to build and expand. But local ambitions are getting in the way of consultation and compromise with the neighbors and even Beijing. |
