| Abstract | Detailed internationally accepted guidance is available to ensure that Hong Kong legislation on air navigation services and airport charges establishes a reasonably coherent and workable regime, consistent with internationally agreed principles and procedures designed to minimise disputes and facilitate co-operative relations between airlines and governments. It only remains for the proposed new laws to reflect this guidance. |
