| Abstract | Much has changed in Haikou, capital of Hainan province, since my last trip seven years ago. As the aircraft approaches the city's international airport after the 50-minute flight from Hongkong, one can see modern high-rise office buildings, coconut palm-lined six-lane boulevards and busy traffic, a far cry from the time not too long ago when police directed traffic by blowing whistles. |
