AbstractShanghai's deputy mayor, Xu Kuangdi, 57, has been elected mayor of China's largest metropolis. His predecessor, Huang Ju, became the communist party municipal committee's secretary late last year and, as such, cannot hold a position in the administration. The election took place at Shanghai's People's Congress last week. Hua Jianmin, one of Xu's city planning colleagues, has been elected deputy mayor. In response to the central government's call for a slowdown in investment spending, Shanghai will lower its GDP growth target to between 10 and 12 per cent, down from last year's 14.3 per cent, Xu explained to delegates.
