AbstractOn February 4, when no conclusion was reached in the talks between China and the United States over the problem of intellectual property rights, the US announced that 100 per cent tariffs would be imposed on US$1.08 billion worth of Chinese imports. China responded immediately with its own list of sanctioned goods and other retaliatory measures. Although such sanctions, which the US Government claims are of the largest scale ever, were not imposed as a result of an eleventh hour agreement on February 26, one cannot optimistically assume that it will be smooth sailing for Sino-American trade relations. And we might draw some useful conclusions from a critical examination of the whole matter.
