Abstract | The potential rapprochement does not mean China is about to accept a British fait accompli on political reform in the territory. On the contrary, Mr. Qian Qichen, China's vice-premier and foreign minister, told his guests that "the situation is now fixed." That means Beijing has fully accepted last year's (1994) parting of ways: the British will hold elections in Hong Kong under their rules in 1995, and the Chinese will remake the resulting institutions when they take over. |
