| Abstract | Not so long ago, the Preliminary Working Committee on Hongkong's return to Chinese sovereignty was being mocked as a talking shop for pro-Beijing yes men. A hostile chorus of pro-British critics lambasted the fledgling body, dismissing it as lightweight and barely worthy of comment - let alone respect. But today their hostility is underlain not by contempt, but the growing realisation that London has lost the initiative, perhaps never to regain it. |
