AbstractHong Kong often thinks of Macau as a stagnant backwater. These days, though, the Portuguese-run enclave is prospering like never before. Like its neighbor, Macau is ambitiously adding to its size through reclamation in anticipation of boom times. But while Hong Kong's new international airport remains mired by discord between China and Britain, Macau's is proceeding apace.
