| Abstract | On 3rd March the Financial Secretary of Hong Kong delivered his new Budget Speech and revised the medium range forecast up to 1996/97. The new Budget and forecast revisions are marked by a number of features : a large increase in Government expenditure, generous tax concessions and narrowing of the tax-bse, thereby creating huge deficits, to be followed by drawings on the fiscal reserves. |
