AbstractOne of the dilemmas of growth for the development of social welfare services is the always rising expectations. In a society where a comprehensive system of welfare benefits is lacking, it is debatable whether government should let rising expectations founder on the rocks of financial constraints, on differences in views of standards of service, or on outdated subvention procedures. In the article, the author concluded that the social development in Hong Kong should emphasize social unity instead of social conflict, chang within existing social structures rather than change through overthrowing the existing structures.
