| Abstract | Basic Law drafters, the Beijing delegates in particular, have shown a commendable sense of realism when they endorsed the "Lowu Solution" for the transition of power in 1997 to the Special Administrative Region. This 'through train' idea implies that those legislators elected according to the Basic Law in 1995, less than seven years away, will be the first administrators of the SAR when the territory returns to China. |
