| Abstract | "Polluter pays principle" originated at the 1972 United Nations Conference on the Human Environment. Its original definition was quite simple. Polluters must bear the costs of preventing and eliminating pollution. In 1972, that meant polluters paid to be monitored. Many have argued since that the pollutor pays principle also obligates polluters to pay for environmental damage prevention. |
