AbstractThe Hong Kong Special Administrative Region (SAR) government has full control on the leasehold land tenure system that could provide the Government a flexible and expedient tool to combat the long recognised local housing shortage and cost problems. This study attempts to identify which of the development conditions in a government land lease that can be relaxed to help alleviate Hong Kong's housing problems. Seven common development conditions imposing constraints on accommodation space were identified. Six out of the seven development conditions were found to have a statistically significant impact on the supply quantity of the local private residential property market, whereas no development condition was found to have a statistically significant impact on the price.
