| Abstract | Comprehensive Social Security Assistance Scheme (CSSA) is the major component of the existing social security system, providing assistance to people with financial difficulties. However, their problems usually involve personal and family problems as well. The article features the recommendations from the Hong Kong Council of Social Service, the Hong Kong Social Workers Association and Hong Kong Social Workers' General Union concerning the introduction of a rational basis in calculation, employment assistance programme, case management approach, as well as improvement of disregarded earnings. |
