AbstractOn July 14th, 1997, nine states -- diplomatic allies of the Republic of China (ROC) sent a letter to the secretary general of the United Nations (UN) and requested a revision of Resolution 2758, adopted on October 26th 1971, which led to the UN expelling the ROC and admitting the People's Republic of China (PRC). In August and September 1997, members of the General Committee discussed the issue of Taiwan's representation, but with no more success than in previous years. According to Taiwanese officials, 1997's failure, will not lead them to discontinue the UN participation policy. The significance of Taiwan's policy of participation in the UN can be difficult to grasp for an observer weighting its chances of success. The article features domestic political strategy of ROC and gives an analysis of the backdrop of the power struggle between Taipei and Peking.
