AbstractWhen the busiest air cargo terminal in Asia is dislocated for more than a week -- turning away 55,000 tons of freight worth nearly $3 billion -- that would qualify as an immense problem for most people. At a press briefing on July 15, 1998, the Airport Authority's director for corporate development took exception to a question about "immense problems" at Hong Kong's new Chek Lap Kok terminal. The article analyses the events of the foul-ups at Chek Lap Kok and its consequences.
