AbstractWhen millions of farmed fish began dying in Hong Kong in early April 1998, the immediate response was to blame the government. Red tide, a mass blooming of toxic algae, has been spotted weeks before it began killing fish, and the farmers wanted to know why they were not warned of the impending disaster and what officials intended to do about it. It did not help when different branches of the administration contradicted one another over whether or not affected fish were safe to eat. The article explores man's role in the unusually toxic red tide.
