| Abstract | In his October 1998 policy address, Chief Executive Tung Chee-hwa announced the suspension of the Sandwich Class Housing Scheme. With quality private sector flats available at more affordable prices, Mr Tung said the government would continue to offer loans for downpayment and would finish projects that had already commenced. The article features the project sandwiched in the middle, the Housing Society's Ka Wai Man Road development in Kennedy Town. |
