| Abstract | Negotiations for renewal of the Sino-United States (US) textile trade agreement, which expires at year-end, were due to open in mid-October in difficult circumstances. Even before new Chinese export quotas or growth rates came up for discussion, the two parties would have to agree on terms for rescinding of the US$19 in punitive duties that Washington imposed against China's 1996 quotas in September. |
