| Abstract | Among the lessons to be learned from East Asia's financial turmoil, one stands out: the need for more monitoring. The rapid and unfettered accumulation of short-term debt was one major factor that contributed to the meltdown in 1997. This has prompted calls for heightened surveillance, including a wider role for the Bank for International Settlements (BIS), the Swiss-based central banks' central bank. |
