| Abstract | The Land Development Corporation (LDC) welcomed new Government initiatives announced by Tung Chee-hwa, Chief Executive of the Special Administrative Region (SAR), in his Policy Address to the Legislative Council on 7 October 1998. Principal among the initiatives was Government's proposal to establish an Urban Renewal Authority with statutory powers to draw up plans and acquire land more effectively and efficiently. |
